Henry is a technical advisor to the Salient Foundation. 

He joined ICAO in May 2006 and held the appointment of Technical Officer in charge of developing and managing amendments to ICAO Annex 1 – Personnel Licensing and to the Procedures for Air Navigation Services – Training (PANS-TRG). He was in charge of many manuals dealing with aviation licensing and training, including the approval of training organizations, qualification of FSTD’s, Evidence-based Training and UPRT. He also covered areas of ICAO Annex 6 – Operation of Aircraft dealing with certification and continuing surveillance of commercial air transport operators.

He has considerable exposure to ICAO processes on the technical aspects of civil aviation. Prior to joining ICAO, Henry was Assistant-Director, Flight Operations, at the IATA, for 5 years, where he dealt with meteorology, FSTD’s, aircraft performance and training. He participated in the development of the IATA Operational Quality Standards audit programme, a precursor to IOSA. He was the IATA member of the ICAO Flight Crew Training and Licensing Panel. Henry gained his operational aviation experience from 1977 till 2001, with over 13,000 flight hours and worldwide flying experience.

He obtained his US pilot licences during his university education in Electrical Engineering (EE). After obtaining a Master of Science in EE, he pursued an aviation career in Belgium, gaining an ATPL. His flying career covered the spectrum of commercial aviation from passenger and cargo operations on short, medium and long-haul routes.  As his career progressed, Henry became involved in airline management. He qualified as an instructor, teaching ground courses, flight simulator sessions and in-flight instruction. 

He joined a start-up scheduled and charter wide-body airline where he held the post of crew training manager and was extensively involved in the certification of the airline and in developing the airline flight operations procedures and manuals.  He was responsible for developing the company aircraft performance manuals and became the technical pilot. He also acted as an examiner for the Belgian Civil Aviation Authority.
